If you are looking for something fun to do with the kids that is totally free, put them in a car and come on out to Grand Haven.  The boardwalk is a beautiful place for kids to walk.  They will be able to watch all kinds of boats, see all kinds of people, and of course enjoy the beautiful Lake Michigan lakeshore.
