City council to appeal emergency ruling

Nine-member board voted 7-1 in favor of hearing

DETROIT (AP) - The Detroit City Council has moved to appeal a review team's determination and Gov. Rick Snyder's declaration that the city is in a financial emergency with no good plan to fix things.

The nine-member board voted 7-1 Wednesday afternoon to request a hearing on the matter. The deadline to appeal is Monday, and Snyder already had set Tuesday as a hearing date.

Council members earlier Wednesday presented Mayor Dave Bing with their resolution to make the appeal. Bing told The Associated he had to look over the resolution.

A financial emergency declaration lets Michigan appoint an emergency manager over Detroit's finances. The city's budget deficit is $327 million.

Council President Charles Pugh says the board is "going to try every avenue" to keep a manager out of Detroit.
