GRAND RAPIDS, Mich. (WOOD) - A watchdog agency will investigate whether the state failed to protect a baby who police say was physically abused.
5-month-old Layla continues to recover from broken bones and a closed head injury. The injuries were discovered after her parents took her to a Zeeland hospital in April.
Ottawa County detectives say prosecutors have yet to decide on if Layla's father Ryan Kupres will face charges.
Kupres has remained silent since the incident and in April, police were not calling him a suspect.
Kupres spent a year in jail for abusing another baby -- his then-3-week-old son -- in 2008.
Michigan's Office of Children's Ombudsman confirmed to 24 Hour News 8 that it has opened a full investigation into whether Child Protective Service workers could have done more to keep Layla safe given her father's criminal record for child abuse.
Kupres, 27, was frustrated when 24 Hour News 8 tried to speak with him about his daughter in April.
"I didn't do anything to my daughter," he said.
